LANCASTER, PA (January 24, 2019) – Court Appointed Special Advocates (CASA) of Lancaster County is pleased to announce its 2019 Board of Directors: Rebecca Caplan, President, J. Seroky, Vice President, Steven Russell, Secretary, Laura Rineer, Treasurer.
Rebecca Caplan is Principal and Founder at Upcast Strategies, a consultancy that provides strategic counsel and high-impact training to the leaders of nonprofits, companies and mission-driven organizations. Upcast specializes in helping nonprofit boards of directors, chief executives and staff leaders identify cutting-edge techniques and the most productive pathways to mission achievement and social impact. Rebecca graduated cum laude from Villanova University with a BA in Business Administration. She has earned certificates of practice in the areas of social impact strategy, human resources management, and nonprofit board consulting. Ms. Caplan says, “I am honored to continue CASA’s commitment to the abused and neglected children of Lancaster County as president of the board of directors. By focusing relentlessly on providing a qualified volunteer advocate for every child in need, we come closer to ensuring each child receives the support he/she needs and is ultimately placed in a safe, loving, permanent home. I look forward to building on CASA’s legacy to realize this vision.”
John (J.) Seroky, President, High Concrete Group LLC. Mr. Seroky holds an MBA from the Hough Graduate School of Business at the University of Florida with a focus on finance, economics, and marketing. He also earned a BA in economics from the University of Florida. Before joining the Board of Directors, Mr. Seroky graduated from CASA’s winter 2015 volunteer advocate training class. Mr. Seroky also serves on the Board of Trustees for the Lancaster Chamber.
Steven Russell, Co-Manager of the Emerald Banking & Finance Fund, Co-Manager of the Emerald Small Cap Value and SMID Cap Value portfolios and a Senior Research Analyst for Emerald Advisers, Inc. Russell received both his JD and MBA degrees from Temple University and a BA degree in Banking and Finance from Morehouse College. He is also a registered investment adviser with over 20 years of industry and investment experience. Having served previously on several other BOD’s, including CASA, he plans to continue working with the other board members to make high-impact contributions to this important organization that shares his passion for advocacy. “I am excited to serve in the capacity of Secretary and ready to advance our advocacy and strategic goals,” said Russell.
Laura Rineer, Manager, Small Business Services Group at RKL LLP is a Certified Public Accountant and a Member of AICPA and PICPA. She received her BS in Accounting from Albright College and her BS in Spanish, with a concentration in Business, from Penn State University. Ms. Rineer stated, “When the opportunity was presented to continue in my position as board Treasurer, I did not hesitate to pursue it in the hopes that I can continue being a part of the team that is helping this organization attain its goal of providing advocates for children that are suffering from neglect and abuse in Lancaster County.”
CASA of Lancaster County provides qualified and compassionate court appointed volunteer advocacy for children of abuse and neglect in the belief that every child deserves a safe, nurturing, and permanent home.
